If drivers coming from opposite directions reach an intersection at the same time, a driver that turns left must yield to those who move straight or turn right.

Example: You want to turn left at an intersection. A vehicle reaches the intersection from the opposite direction and moves straight ahead. Wait for approaching traffic to go through before you make a turn. Keep your wheels straight. Once traffic headed toward you cleared or stopped for a red light, complete your turn.

Remember to yield to traffic headed toward you when you turn left into a driveway, parking lot etc.
